The Engineer's Reckoning: India's Entry-IT Escalator Splits in Two
India's engineering colleges are filling more seats than at any point in recent memory, and the entry door into IT work has narrowed sharply at the same time. Government data puts engineering seats filled at a multi-year high of 12.53 lakh in the 2024-25 academic year, with computer science now the largest single stream even as core branches such as mechanical and civil shrink. Reporting on IT services hiring shows the opposite trend at the point of entry: fresher hiring across the sector fell from roughly 600,000 positions in FY22 to about 120,000 in FY25, a drop near 80 percent and the lowest fresher intake in about two decades. Standard entry-level pay has sat close to Rs 3.5 lakh a year for most of a decade, while at least one major employer now advertises an AI-specialist entry tier at roughly six times that figure, at the same company, for the same rung of the ladder. The evidence points to one entry pipeline splitting into two, not to that pipeline disappearing.
A record supply of engineers
Start with the supply side, because it sets the scale of the problem. AICTE data shows engineering seats filled reached 12.53 lakh in the 2024-25 academic year, a multi-year high and about 67 percent above the 2017-18 level. Seats approved for 2025-26 stand at 15.98 lakh, and the enrollment rate against approved capacity has climbed to roughly 75 percent, itself a five-year high. However the entry-level job market performs from here, the number of people arriving at its door each year is not shrinking.
The mix of what students are studying has also shifted hard toward one stream. Computer science enrollment now stands at 390,245, the largest of any engineering discipline and, by some readings of the multi-year trend, at a five-to-eight-year high, even as the entry-level hiring numbers documented below have been falling. Meanwhile core branches have contracted: mechanical engineering enrollment sits at about 237,000 and civil at about 173,000, both well off their earlier share of the total. Students appear to be reading the IT sector as the safer bet even as its own entry door narrows, a mismatch this piece returns to.
A widely used estimate puts India's total annual output of engineering graduates, across all degree-granting institutions rather than only AICTE-approved ones, at around 1.5 million a year. That figure is a sector estimate rather than a single counted total, and it should be read alongside, not in place of, AICTE's own more precise seat and fill counts above. One more data point completes the supply picture: women made up 30.2 percent of engineering undergraduate enrollment in 2020-21, the most recent year for which that national breakdown is available.
The absorber that used to be there
For close to two decades, India's IT services sector absorbed a large share of each year's engineering output through a predictable annual fresher hiring cycle. That cycle has contracted sharply. Trade reporting on the sector puts entry-level, or "fresher," hiring across Indian IT services at roughly 600,000 positions in FY22, falling to about 120,000 by FY25, a decline near 80 percent and the lowest fresher intake level in about two decades.
The pattern is visible at individual companies as well as at the sector level. Tata Consultancy Services, historically one of the largest single fresher recruiters in the country, has seen its fresher intake fall by about 43 percent over the comparable period, a scale of pullback that shows the contraction is not confined to smaller or weaker firms.
The effect on campuses has been direct. NIRF 2024 data shows 72 percent of engineering colleges placed under 40 percent of their graduating students, and at colleges most affected by the hiring pullback, the number of recruiters showing up for campus placement drives has fallen from around 100 to around 20. For a graduate at one of those colleges, the escalator that carried the previous decade of classes into a first IT job is running at a fraction of its former capacity.
Two scorecards that disagree
At the same time hiring has contracted, the headline measure of graduate employability has been rising, and that contradiction is worth sitting with rather than resolving too quickly. The India Skills Report rated 71.5 percent of engineers as "employable" on its standardized testing in its 2025 edition. Its 2026 edition narrows that further by stream, putting computer science graduates at about 80 percent employable and IT graduates at about 78 percent, with overall graduate employability across all disciplines rising from 54.81 percent to 56.35 percent year on year.
A separate and much harsher reading comes from Aspiring Minds, whose 2019 study found more than 80 percent of graduates "unemployable for a knowledge-economy role," with only 18.43 percent employable for a software role specifically and about 3 percent employable for what it classed as new-age skills. NASSCOM and AICTE-linked estimates sit in between, putting field-relevant employability at roughly 40 to 45 percent.
These are not three readings of the same fact. They measure different things, on different tests, at different dates, and naming that difference matters more than picking a winner among them. The India Skills Report scores a standardized employability test; Aspiring Minds asked a stricter question about readiness for a specific class of knowledge-economy role, and did so six years earlier, before several of today's hiring conditions existed. Presented side by side, with equal weight and no forced reconciliation, they show a genuine disagreement about how ready India's engineering graduates actually are.
What is not in dispute is the direction of the India Skills Report's own year-on-year figure: employability scores are rising at the exact moment entry-level hiring is falling. That divergence is the central fact of this piece. Being scored employable and being employed are not the same measurement, and the gap between them appears to be widening.
The six-times tier
Pay tells a version of the same story as hiring volume. The median engineering fresher salary moved from about Rs 2.45 lakh to about Rs 3.55 lakh across FY12 to FY22, a rise of roughly 45 percent over a full decade that the underlying data describes as below the rate of inflation over the same period. The standard fresher offer at most large IT services companies has sat close to Rs 3.5 lakh for years, essentially flat in real terms across an entire career cohort's worth of graduating classes.
Executive pay at the same companies moved in the opposite direction. IT chief executive compensation rose by about 835 percent over a comparable window, a gap between the top and the entry rung of the same organizations that has widened even as the standard fresher offer stood still.
Against that frozen baseline, a narrow, well-paid alternative has opened up. Infosys has advertised a Specialist Programmer track, an advanced entry-level hiring tier aimed at candidates with AI or other specialized technical skills, at a reported salary of about Rs 21 lakh. That compares with the company's standard fresher band of roughly Rs 3.5 lakh to Rs 7 lakh, meaning the advanced tier pays roughly six times as much for candidates entering at the same rung, inside the same organization.
This is one company's advertised figure for one specialized tier, not a market median, and it should be read as exactly that: evidence that a premium entry track exists and pays sharply more, not evidence of what a typical graduate can now expect. The entry-level ladder has not been removed. It has split into two very differently paid tracks, and the standard one is the wider but flatter of the two.
What is actually driving the freeze
Several forces are plausible contributors to the fresher hiring contraction, and the evidence available here does not let one be isolated cleanly from the others. A broader slowdown across IT services demand, driven by weaker spending from large clients in the United States and Europe, has reduced overall hiring budgets industry-wide, entry-level and experienced alike. Several large firms also over-hired through 2021 and 2022 during a pandemic-era demand spike and have spent the years since correcting that excess, a cycle that would have compressed fresher intake even without any change in the technology used to do the work.
AI's specific contribution is argued more often than it is demonstrated with the same rigor as the hiring and enrollment counts above. Industry commentary increasingly attributes part of the fresher pullback to AI tools now handling routine coding, testing, and support tasks that used to be assigned to new graduates as their first year of work, reducing the number of junior hires needed per unit of revenue. That claim is directionally consistent with the data in this piece, but it rests on inference from the shape of the hiring numbers rather than on a study that isolates AI's share of the effect from the macro slowdown and the post-pandemic correction described above. It belongs in the contested tier below, not the established one.
The specialist tier described in the previous section cuts against a simple AI-replaces-freshers reading. If AI were only removing junior roles, a company would have no reason to pay six times its standard fresher offer for a small number of AI-skilled entrants. The more precise reading is that AI appears to be reshaping which entry-level skills carry a premium, not eliminating the entry rung outright.
The limits of this reading
This piece draws on enrollment counts, hiring reports, and salary data that are each strong within their own scope, and each has a boundary worth stating plainly. The India Skills Report and Aspiring Minds figures measure different things, a standardized employability test against a stricter knowledge-economy-role assessment, at different dates six or more years apart, and should never be read as two points on one trend line. The tier-2 and tier-3 college gap described through NIRF placement rates and shrinking recruiter counts is a real and repeatedly documented pattern in the reporting used here, but it is not backed in this analysis by a single national figure sizing the gap between tier-1 and tier-2 or tier-3 hiring outcomes; it remains a qualitative pattern, not a measured one.
The Rs 21 lakh Specialist Programmer figure is one company's advertised tier for what appears to be a small hiring cohort, and nothing in the public reporting used here sizes what share of a graduating class that tier actually reaches. It should be read as proof the tier exists, not as a representative fresher salary.
Finally, where this piece looks ahead, it offers scenarios rather than a forecast, because the current data supports description of a split, not a prediction of where the split lands. One scenario is that the gap between the standard and specialist tracks keeps widening as AI capability grows. A second is that IT services fresher hiring recovers toward its earlier volume once global demand strengthens, since a meaningful share of the current contraction traces to a cyclical slowdown rather than a permanent structural change. A third is that a new class of AI-native junior roles, closer in nature to the Specialist Programmer track than to the traditional fresher role, gradually becomes the standard entry point rather than the exception. Each is plausible. None is shown here to be the likely outcome.
