The 97% Country: What Google's Near-Total Search Monopoly in India Means Once Google Also Owns the Answer

Google holds about 97.85% of India's search market as of July 2026, according to StatCounter, among the highest concentration for any large economy anywhere, well above the roughly 90% desktop and 95% mobile share a US federal court used to find Google an illegal monopolist in 2024. Since August 2024, Google has layered AI Overviews, its AI-written summary, on top of that same search result page in India, and in October 2025 it struck a deal with Reliance Jio to bundle its Gemini AI assistant free for eighteen months across Jio's subscriber base. India's roughly 7.3 crore registered MSMEs now depend on one company for the search index, the AI-written summary above it, and increasingly the default AI assistant on the phone in their customers' hands. This piece lays out what the public record actually shows, and what it does not yet let anyone claim.

The single number that defines India's search market

India is Google's strongest major market by concentration. As of July 2026, StatCounter puts Google's share of all Indian search queries at 97.85%, with Bing a distant second at 1.18% and every other engine, DuckDuckGo, Yahoo, Yandex, Ecosia, splitting the remainder below one percent each. No other search engine has a meaningful vernacular-language presence in the country.

That figure is not just a traffic-analytics curiosity. It is higher than the share a United States federal court relied on to rule against Google. In August 2024, Judge Amit Mehta of the US District Court for the District of Columbia found Google held roughly 90% of desktop search and nearly 95% of mobile search in the US, and ruled that Google had illegally maintained a monopoly in general search under the Sherman Act, according to the case summary published by law firm White & Case. India's concentration sits several points above the number a court used to find unlawful monopolization in the country where Google is headquartered.

The dominance is also compounded at the operating-system layer. Around the time of India's own 2022 antitrust ruling against Google, TechCrunch reported that Android powered 97% of the roughly 600 million smartphones in the country, the same company controlling the device layer, the browser default, and the search index that sits behind it.

The regulator has already ruled on this, three times

India's Competition Commission of India (CCI) has fined Google for abusing this position on three separate occasions since 2018, which means the dominance is not merely observed, it is a matter of adjudicated regulatory record.

In February 2018, the CCI fined Google roughly INR 135.86 crore (about $21.1 million) for search bias, finding that Google gave its own Flight Unit disproportionately prominent placement in general search results for air-travel queries, disadvantaging competing travel search services, per TechCrunch's coverage at the time. In October 2022, the CCI fined Google $161.9 million for forcing Android device manufacturers to pre-install Google's full app suite and give it prominent placement, and ordered Google to let users choose a default search engine at device setup. Days later, the CCI issued a separate $113 million fine over Play Store rules that forced developers to use Google's own payment system, again per TechCrunch. Google complied with the choice-screen remedy and continues to contest aspects of the rulings, but by July 2026, more than three years after the Android remedy took effect, StatCounter still showed Google at 97.85% of Indian search, a fact worth flagging as an open question rather than a settled causal claim: the remedy exists, and the concentration it targeted has not visibly moved.

The same company now writes the summary too

In August 2024, Google extended AI Overviews, the AI-written summary that now sits above the traditional blue-link results, to India alongside Brazil, Japan, the UK, Indonesia, and Mexico, TechCrunch reported. The India rollout shipped with local features: a toggle between Hindi and English results without leaving the page, and a "Listen" button for audio playback that Google said Indian users engaged with more than users in other markets.

By July 2025, AI Overviews had reached 2 billion monthly users globally across the 200-plus countries and territories where it operates, and Google's more conversational AI Mode had passed 100 million monthly active users, available in the US and, more recently, India, according to TechCrunch's reporting on Google's own disclosed figures. The mechanism matters as much as the scale: AI Overviews occupies the top of the exact page Google already controls 97.85% of in India, so a business no longer only competes to rank in a list of ten links. It competes to be one of the small number of sources the same company's model chooses to cite inside a paragraph that Google itself writes and places above everything else.

The bundle that turns a search engine into a subscription

On October 30, 2025, Google announced a partnership with Reliance Jio, India's largest telecom operator, to give eligible Jio users eighteen months of Google AI Pro at no additional cost, TechCrunch and Google's own India blog post reported. The bundle includes access to the Gemini 2.5 Pro model, higher generation limits for Google's Nano Banana image tool and Veo video tool, expanded NotebookLM use, and 2 TB of shared cloud storage across Photos, Gmail, and Drive. Google valued the package at roughly ₹35,100 (about $396) against a normal monthly price of ₹1,950.

The rollout began with users aged 18 to 25 before extending to, in Google's own words, "every eligible Jio user nationwide." Neither TechCrunch nor Google's announcement post gave an exact subscriber count for the offer, but CNBC reported the deal reaches Jio's telecom base of roughly 500 million-plus subscribers, describing it as one of the largest single AI distribution deals anywhere by user count; that specific subscriber figure should be read as CNBC's reporting rather than a number Google itself published. Beyond the consumer bundle, TechCrunch also reported that Reliance Intelligence, Reliance's AI division, became a go-to-market partner for Google Cloud's Gemini Enterprise product aimed at Indian businesses.

The practical effect is that the same company already holding the search index, the AI summary above it, and 97% of the mobile operating system layer is now also becoming the pre-loaded AI assistant across the country's largest telecom subscriber base, at both the consumer and the enterprise-software level.

Why India's version of this risk is starker than most Western markets

Every large economy has some degree of search concentration, but India's is unusual in three ways at once, and it is the combination, not any single fact, that makes the risk sharper here than in the US or the EU.

The concentration number itself is higher

India's 97.85% is above the desktop and mobile shares a US court relied on to find illegal monopolization, and above what StatCounter typically shows for most large European markets, where Bing, DuckDuckGo, and regional players usually hold a larger single-digit combined share than the roughly 2% they hold in India.

There is no meaningful vernacular alternative

Markets like China (Baidu) and Russia (Yandex) each developed a domestic search engine with real scale in the local language before Google could consolidate the category. India never did. Every one of the roughly 22 scheduled languages a business might need to be found in runs through the same one company's index.

The remedy that exists has not visibly changed the number

The EU's Digital Markets Act and India's own 2022 CCI order both introduced default-choice mechanisms aimed at this exact problem. India's is now several years old. The market share it targeted has not moved in the public data reviewed for this piece. That does not prove the remedy failed, market dynamics are complex and this piece has not run an independent before-and-after study, but it is the state of the evidence: a documented regulatory finding, a documented remedy, and a market share that a mainstream analytics provider still puts at 97.85% years later.

What this means for India's registered MSMEs

More than 7.30 crore enterprises, about 73 million, registered on the Udyam Registration Portal and the Udyam Assist Platform between July 1, 2020, and December 17, 2025, according to India's Ministry of Micro, Small & Medium Enterprises. The ministry separately reports the MSME sector accounts for roughly 30.1% of India's GDP, 35.4% of manufacturing output, and 45.73% of the country's exports.

For most of those firms, discovery today runs through one company's infrastructure at every layer at once: the Android device in a customer's hand, the search index that decides what appears, the AI-written summary that increasingly sits above the results a business spent years trying to rank in, and, for a large and growing share of Jio's subscriber base, the AI assistant that is now free, pre-positioned, and default. When an AI summary names a handful of businesses inside a synthesized paragraph rather than listing ten links a shopper can scroll past, the funnel narrows precisely at the layer where most MSMEs have never structured their information, their offerings, their credentials, their local details, in a form built for a machine to read.

What the public record does not yet show

No public, independently audited dataset yet measures how often Google's AI Overviews or AI Mode cite Indian MSMEs specifically, broken out by sector, region, or language, separately from the classic search rankings the same company already dominates. The 2024 peer-reviewed research that named and measured "Generative Engine Optimization" tested which content properties change a source's visibility inside AI-written answers in general, not India's market specifically, and it predates the India AI Overviews rollout, the Jio bundle, and Gemini's 100-million-user AI Mode milestone.

That gap is worth stating plainly rather than filling with a number that does not exist. A defensible way to close it would be a repeated, dated set of India-specific commercial queries, run across sectors and languages, against Google's AI Overviews and AI Mode as well as at least one non-Google engine, with citation sources logged and the whole exercise independently reviewed before anyone publishes an India-specific concentration percentage for AI answers themselves. Until that exists, the defensible claim is the one the antitrust record and the platform-adoption record already support: one company controls the search index, the summary layer above it, and an increasingly large share of the AI-assistant layer on the country's largest telecom network, at the same time, in the same market.
