Rural India's Internet Growth Is Outrunning Its AI-Readable Footprint

Rural India now accounts for 548 million of the country's 958 million active internet users, 57 percent of the total, and is growing at nearly four times the pace of urban India, according to the IAMAI-Kantar "Internet in India Report 2025." That growth has not translated into a rural MSME economy that is legible to machines, the rural India MSME AI visibility gap this analysis sets out to measure. Independent 2025 surveys put WhatsApp and WhatsApp Business usage among small Indian retailers near 97 percent, and a majority of Indian consumers say they still prefer a phone call over any digital channel when dealing with a business. Government-backed alternatives exist, chiefly the Open Network for Digital Commerce (ONDC), which runs on a machine-readable protocol and has onboarded a scheme-backed push to bring five lakh small enterprises online, but as of December 2025 fewer than 1.2 lakh sellers were actually live against roughly 60 million MSMEs nationwide. No public dataset yet measures what share of rural MSME transactions happen entirely inside channels that answer engines cannot crawl. What the numbers do show is two curves moving at different speeds: a connectivity curve rising fast, and a machine-readable-commerce curve rising slowly, and the gap between them is where rural MSMEs are least visible to the AI systems now doing a growing share of the recommending.

The fastest-growing internet population in the country

For most of the last decade, India's internet story was told as an urban-to-rural diffusion curve: cities got connected first, and rural India would eventually catch up. That framing is now out of date. According to the "Internet in India Report 2025," produced jointly by the Internet and Mobile Association of India (IAMAI) and Kantar and reported by Business Standard in January 2026, rural India accounted for more than 57 percent of the country's active internet users as the national base grew 8 percent year-on-year to 958 million. The active user base in rural areas alone stood at 548 million, and it is growing at close to four times the pace of urban areas.

That is not a gap closing. It is a majority. Rural India is not catching up to an urban internet population; it is now the larger half of it, and the part still growing fastest. The report attributes the surge partly to short-video consumption and rising use of AI tools, which means rural users are not just getting online, they are getting online into an internet that already assumes machine-mediated discovery, recommendation feeds, and increasingly, generated answers rather than link lists.

The obvious next question is what that connectivity is being used for. A rural household with a smartphone and a mobile data plan can watch video, message on WhatsApp, and use UPI. Whether the small businesses in that same rural economy have kept pace, and whether they are structured in a way that lets any of the discovery systems now built on top of the internet actually find and recommend them, is a separate question, and the evidence on that side moves much more slowly.

Being online and being digitally capable are different things

India's MSME sector is enormous by any measure. As of December 31, 2024, 5.77 crore (57.7 million) enterprises were registered on the government's Udyam portal, and the Ministry of MSME's own Annual Report 2024-25 puts the sector's contribution at around 30 percent of GDP and more than 45 percent of exports. McKinsey's February 2026 report on Indian e-commerce, drawing on the same government figures, describes nearly 60 million MSMEs collectively contributing close to $1 trillion in economic value, with roughly half of registered small enterprises located in Tier-2 and Tier-3 cities and towns rather than the major metros.

Registration and connectivity are not the same as digital capability. A nationwide 2025 survey by the India SME Forum, covering enterprises across 28 states and union territories and published as "The State of Digitalisation in Indian MSMEs," found that 53.8 percent of MSMEs had adopted at least one digital tool, while 46.2 percent remained fully offline. The same report identified rural and Tier-2/3 enterprises as facing the sharpest version of the gap, citing limited internet access, digital literacy shortfalls, and financial constraints as the recurring barriers, and found that 97.3 percent of respondents were unaware of any government scheme designed to help them digitalize.

Read alongside the IAMAI-Kantar connectivity numbers, the picture is consistent rather than contradictory. Rural India has cleared the entry gate to the internet in large and growing numbers. A large share of the rural MSME economy sitting inside that same population has not cleared the far harder gate of turning that connectivity into a structured, discoverable business presence.

Where rural MSMEs actually transact: phone calls and WhatsApp

Where India's small businesses have gone digital, the evidence points overwhelmingly to two channels, and neither produces content a crawler or an answer engine can read. PayNearby's "MSME Digital Index 2024," a survey of more than 10,000 retail-sector MSMEs including kirana stores, mobile-recharge outlets, medical shops, and customer service points, found WhatsApp and WhatsApp Business usage at 97 percent, with 66 percent of respondents relying on a mobile hotspot rather than fixed broadband to get online at all.

Voice has not disappeared either. "The State of Business Calling 2026," produced by Truecaller and Tata Tele Business Services with Kantar as research partner and based on a survey of more than 500 B2B businesses and 1,000 consumers across 17 Indian cities, found that 76 percent of consumers say they prefer voice calls over digital alternatives when engaging with a business, and that voice continues to dominate moments requiring clarity, reassurance, or urgency. That study was not rural-specific, but it describes the default channel the rest of India's MSME research keeps landing on: a phone number a customer already trusts, backed by a WhatsApp chat for the catalog and the payment link.

Both channels work well for the specific relationship they serve, a known customer reaching a known business. Neither produces a public, structured, indexable record of what the business sells, where it operates, or why it should be trusted, which is precisely the raw material an AI answer engine needs before it will name a business inside a generated recommendation. A catalog inside a WhatsApp chat is real inventory, seen by real buyers, and functionally invisible to any system that was not handed the chat directly.

The government-backed alternative, and how far it has actually reached

India does have a deliberate, government-backed answer to this problem: the Open Network for Digital Commerce (ONDC). Unlike a single marketplace app, ONDC runs on the Beckn protocol, an open, machine-readable specification, modeled on the OpenAPI standard, that standardizes how discovery, ordering, and fulfillment requests are structured and exchanged between any compliant buyer and seller application. In principle, a seller catalog published correctly to a Beckn-based network is something automated systems, not just human shoppers on one app, can query and act on.

The Ministry of MSME has backed this with a dedicated scheme. The Trade Enablement and Marketing (TEAM) initiative, launched under the government's RAMP program with a budget of Rs 277 crore, targets onboarding five lakh micro and small enterprises onto ONDC by 2027, with half of that target reserved for women-owned businesses and explicit outreach to Self-Help Groups, Farmer Producer Organisations, artisans, and rural entrepreneurs through digital-literacy workshops and hand-holding for cataloging.

The reach so far is real but still small against the base it is meant to serve. As of December 9, 2025, the government told the Lok Sabha that more than 1.16 lakh retail sellers were live on ONDC across more than 630 cities and towns, a figure confirmed by Minister of State for Commerce and Industry Jitin Prasada. Set against nearly 60 million MSMEs nationwide and 5.77 crore Udyam-registered enterprises, ONDC's live seller base, even with a five-lakh onboarding target still running, represents a small fraction of the sector. The machine-readable rail exists and is being actively built out. It has not yet reached the scale of the phone-and-WhatsApp default it is meant to supplement.

The open question no one has measured yet

It is tempting to state a precise figure for how many rural MSMEs are invisible to AI answer engines because they operate only through phone calls and WhatsApp. No public dataset supports that number, and this analysis will not invent one. What the evidence supports is the structural fact underneath the claim: a phone number requires a human to pick up, and a WhatsApp catalog sits behind a private chat interface with no public URL, no structured markup, and no page for a crawler to fetch. Neither can be indexed, cited, or read by a generative answer engine, regardless of how good the business behind it actually is.

What would it take to measure this properly, rather than assert it? A defensible study would need to sample rural MSMEs by state and sector, establish for each one whether it has any machine-readable presence, a website, a Google Business Profile, an ONDC catalog listing, or none, and then separately verify what share of that same sample's actual customer volume arrives through phone or WhatsApp versus a discoverable channel. Cross-referencing the IAMAI-Kantar rural-user growth curve against ONDC's rural seller-onboarding pace over the same period, state by state, would show directly whether the two curves are converging or diverging. As of this writing, that comparative study does not appear to exist in the public record. It is a genuine gap in the evidence, not a settled finding either way, and it is the honest frontier of the "MSME x AI-visibility" question this research strand exists to track.

What the two curves mean for rural MSMEs right now

Placed next to each other, the two trend lines carry a practical implication, even without a precise gap statistic. Rural India's audience, the people who will eventually ask an AI assistant to recommend a local business, is growing fast and is already the majority of the country's internet population. Rural India's machine-readable commerce infrastructure, the ONDC catalogs, the structured listings, the websites that answer engines can actually parse, is growing from a much smaller base and at a visibly slower pace than either the connectivity curve or the WhatsApp-and-phone default.

For a rural MSME owner, this does not mean abandoning WhatsApp or the phone, both remain the trusted, working channel for the customers a business already has. It means recognizing that those channels do not extend a business's reach to the customers, and increasingly the AI systems standing in for customers, who have never heard of it. That reach now depends on a separate, machine-legible presence, and most of the tools built to measure "is my business doing well online" were never designed to check for it.
