The Scarcity That Matters Is Attention, Not Information

In 1971, the economist and Nobel laureate Herbert Simon wrote a sentence that quietly reorganized how to think about marketing decades before the internet made it obvious: "a wealth of information creates a poverty of attention, and a need to allocate that attention efficiently among the overabundance of information sources that might consume it." The insight is an inversion. Information used to be the scarce thing worth guarding; now it is abundant, nearly free to produce and distribute, and the thing genuinely in short supply is the finite human attention available to receive it. That inversion has a direct, practical consequence for marketing investment: the right starting question is not "how much content or spend can we put out," it is "where does our audience's limited attention actually sit, and how is it moving." A map of that terrain, not a count of impressions or a tally of ad spend, is the correct first artifact for any allocation decision.

The sentence that started it

Herbert Simon wrote his founding formulation in an essay titled "Designing Organizations for an Information-Rich World," published in 1971 in a collection on computers, communications, and the public interest. He was not writing about advertising. He was addressing organizational designers who were, for the first time, dealing with computerized information systems that could generate far more data than any human could process.

Simon's framing was structural, not sentimental: when information is abundant, the scarce resource is not the information itself, it is the attention required to process it, and any system, whether an organization or an individual, has to allocate that finite attention efficiently across an overabundance of competing sources. That is the entire theoretical seed of everything now called attention economics.

Why the inversion matters more today than in 1971

Simon wrote five years before the personal computer and forty-five years before the smartphone made near-continuous access to information the default condition of daily life. The gap he identified between abundant information and scarce attention has only widened since. Michael Goldhaber extended the argument to the internet specifically in a 1997 paper, arguing that as more of life moves online, attention becomes the internet's native scarce currency, not information, which the internet makes nearly free to copy and distribute.

Thomas Davenport and John Beck carried the idea into mainstream business strategy in their 2001 book The Attention Economy, arguing organizations face attention deficits on two fronts simultaneously: capturing the attention of customers and employees, and rationing their own scarce attention across an overwhelming set of internal and external demands. By the time attention economics reached business bookshelves, the theoretical case had already been established for three decades.

Attention has its own economic logic, distinct from information

Gary Becker's 1965 theory of time allocation, though written without advertising in mind, supplies the micro-foundation underneath this claim: households allocate scarce time alongside money to maximize what they get out of life, meaning time, and by extension attention, has an opportunity cost like any other economic input. Spending attention on one thing is, definitionally, not spending it on something else.

Georg Franck made a parallel argument in German scholarship in 1998, describing attention as a currency running alongside money with its own economic logic, what he called mental capitalism. The consistent thread across every serious formulation of this idea, from Simon through Becker, Goldhaber, and Franck, is that attention behaves as a genuinely constrained input to be allocated, not simply consumed.

Information is abundant, and now nearly costless to produce too

The other half of Simon's inversion deserves equal weight. In 1971, producing and distributing information was still expensive relative to today. Fifty-five years and one internet later, marginal production and distribution costs for text, images, and increasingly video have collapsed toward zero for anyone with a connection. That collapse did not make attention less scarce. It made the imbalance Simon described sharper, because the volume of information competing for the same, unchanged human attention capacity kept rising while the cost of adding more of it kept falling.

This is why "produce more content" is not, by itself, a coherent response to an attention-scarce environment. Adding to an already overabundant supply of information does nothing to solve the actual constraint, which sits on the demand side, in the finite attention available to receive it, not the supply side.

The mix is not static, and it is not the same for every audience

James Webster's empirical work on audience formation, The Marketplace of Attention (2014), shows that where a population's attention concentrates is driven jointly by habit, social-network effects, provider strategy, and measurement feedback loops, not by a single stable pattern that applies everywhere. Eli Pariser's filter-bubble observation adds a further complication: algorithmic personalization means two people can see meaningfully different information environments for the same query, so there is no single "average" attention map that describes everyone.

The practical consequence is that a generic, population-wide claim about where attention sits, useful as a broad orientation, cannot substitute for a domain-specific reading of where a particular business's actual buyers spend their limited attention. The theory establishes that the mix is real and worth tracking; it also establishes that the mix has to be read per audience, not assumed from a global average.
