The Attention Economy Before the Internet: Herbert Simon's 1971 Warning

In 1971, more than two decades before the commercial web existed, the economist and Nobel laureate Herbert Simon wrote that "a wealth of information creates a poverty of attention," and argued that as information grows, the scarce resource stops being information and becomes the recipient's capacity to attend to it. That single observation predicted the exact mechanism behind every attention migration since: radio in the 1930s and 40s, television in the 1950s, digital and mobile in the 2010s, and now AI answers, each new medium succeeded specifically because it economized the reader's attention better than the one before it. Treating attention as a scarce, allocable resource, rather than treating any single platform as permanently dominant, is the durable first principle underneath all of it, and it reframes "getting found" as an economics problem rather than a trend to chase.

The line that named the problem

Herbert Simon was not writing about media or marketing in 1971. He was a Nobel laureate economist and organizational theorist writing about how institutions should design information systems, in an essay called "Designing Organizations for an Information-Rich World," published in a Johns Hopkins University Press collection on computers and the public interest.

The line that has outlived its original context is precise and still holds: "a wealth of information creates a poverty of attention, and a need to allocate that attention efficiently among the overabundance of information sources that might consume it." Simon's point was structural, not poetic. As the volume of available information rises, the bottleneck stops being access to information and becomes the finite attention available to process it.

What Simon actually argued

Simon's essay was about designing organizations and information systems that consciously economize attention rather than maximize the flow of information, because flooding a decision maker with more data does not improve decisions once attention itself is the constraint.

That reframing, from an information-scarce world where more data is always good, to an information-rich world where attention is the actual constraint, is the theoretical seed of everything later called "the attention economy." Simon coined the mechanism decades before the phrase became common shorthand for platforms competing over screen time.

The mechanism, replayed at least four times

What makes Simon's 1971 observation more than a quotable line is how consistently it has played out since, each time a new medium arrived that could deliver information (or entertainment, which is a form of information) more efficiently to a limited attention budget.

Radio's US household penetration rose from roughly 40 percent in 1930 to 80 to 90 percent by 1940 and 95 percent by 1950, the first national medium to win the scarce-attention competition against print and local channels. Television then displaced radio as the dominant attention medium by the late 1950s with an even faster household adoption curve of its own. Social media's adoption among US adults ran from about 5 percent in 2005, when Pew Research Center began tracking it, to roughly 72 to 79 percent by the late 2010s (the exact figure depends on survey wave). Each medium won the same competition Simon described: it became the more attention-efficient way to get information or connection, so attention reallocated toward it.

The newest instance is still unfolding, and still unproven at scale

The most recent instance of Simon's mechanism is the migration from search links to synthesized AI answers. OpenAI's own disclosures put ChatGPT's weekly active users at roughly 50 million in January 2023, 100 million by November 2023, 300 million by December 2024, 400 million by February 2025, and a reported 900 million by February 2026, an adoption curve steeper than any prior consumer technology on a comparable time axis.

That figure needs a caveat this piece will not soften: it is company-reported usage, not an independent panel measurement in the way Nielsen or Ofcom measure television. The direction is consistent with Simon's theory, an even more attention-efficient information channel is pulling share, but the precise scale should be read as order-of-magnitude, not audited fact, until an independent measurement layer exists for AI-answer attention the way it already exists for television and news.

Why this reframes marketing as economics, not trend-chasing

If attention is a genuinely scarce resource being reallocated on a predictable mechanism, then "which platform is trending this year" is the wrong question for a business to organize its strategy around. The right question is closer to Simon's own framing: given a fixed and finite amount of a buyer's attention, which of the available information sources is currently winning the competition for it, and is the business present on that source or absent from it.

That is a durable, economics-grounded first principle rather than a chase after whichever platform is newest. It is also the specific premise that measuring where a business currently stands across search, the map pack, and AI answers, rather than guessing, depends on.

What Simon did not, and could not, predict

Simon could not have named the internet, mobile phones, streaming, or generative AI in 1971; none of them existed. What his essay predicted was the shape of the problem each of those technologies would eventually create, not their specific form. That distinction matters for how much weight the citation can honestly carry: Simon is rightly credited with the founding theoretical insight of attention scarcity, not with forecasting any particular platform's rise.

Simon's 1971 essay and its central line are a canonical, easily verified citation; the text is not in dispute.
