1971 to 2026: A Short History of the Attention Economy, Told Through Data

In 1971 the economist Herbert Simon wrote a single sentence that still governs how attention is discussed today: a wealth of information creates a poverty of attention. That claim, made for an audience of organizational designers coping with early computers, is the founding point of a fifty five year data trail. Michael Goldhaber named the internet's attention economy in 1997. Georg Franck, then Thomas Davenport and John Beck, carried the idea into business strategy. James Webster mapped how digital audiences actually form, and Tim Wu documented the recurring pattern of each new medium being colonized by advertising. Starting around 2019, the claim stopped being theory alone and started being measured on a recurring basis: Nielsen, the US Bureau of Labor Statistics, DataReportal and the Reuters Institute now track where attention actually goes. Read end to end, the arc is one continuous story, and 2026 is simply its most recent data point.

1971: the sentence that started it

The founding text is not a technology manifesto. It is a chapter titled "Designing Organizations for an Information-Rich World," which Herbert A. Simon, later the 1978 Nobel laureate in Economic Sciences, contributed to a 1971 volume edited by Martin Greenberger and published by Johns Hopkins Press. His audience was organizational designers grappling with the first wave of computerization, not marketers.

The load-bearing sentence reads: "What information consumes is rather obvious: it consumes the attention of its recipients. Hence a wealth of information creates a poverty of attention, and a need to allocate that attention efficiently among the overabundance of information sources that might consume it." That single inversion, treating attention rather than information as the binding constraint, is the seed everything discussed below grows from.

Before Simon: media were already understood as an environment

The theoretical floor under Simon's claim was laid earlier, in a different discipline. Harold Innis, in Empire and Communications (1950) and The Bias of Communication (1951), argued that every medium carries a structural bias toward either time (durable, hard to move, such as stone or parchment) or space (easy to move, less durable, such as paper or radio), and that a civilization's fate tracks which bias its dominant media carry. Innis is credited as the founder of communications theory and the direct forerunner of the "Toronto School."

Marshall McLuhan formalized the idea for a mass and electronic age. In Understanding Media: The Extensions of Man (1964), he coined "the medium is the message," arguing that the form of a medium restructures perception and social organization independent of what is said through it. The field got its name shortly after: Neil Postman introduced the term "media ecology" in a 1968 address and founded the NYU Media Ecology program in 1971, the same year as Simon's essay, describing a medium as "a technology within which a culture grows."

1985: the medium sets what counts as serious discourse

Postman carried the argument to a general audience in Amusing Ourselves to Death: Public Discourse in the Age of Show Business (Viking Penguin, 1985), arguing that the dominant medium of an age does not just carry public discourse, it sets the epistemology of what counts as serious discourse at all. Television's bias toward entertainment, he argued, reshapes news, politics, religion and education into show business. It is the direct forerunner of contemporary arguments about how short-form video reorganizes discourse again.

1997 to 2001: attention economics gets a name, then a business case

Simon's theorem sat inside organizational theory for roughly a quarter century before it became a named doctrine. In January 1997, the physicist turned essayist Michael H. Goldhaber presented "The Attention Economy: The Natural Economy of the Net" at a Harvard Kennedy School conference, later published in First Monday, arguing that as life moves online, attention rather than information becomes the internet's actual scarce currency. He wrote this before Google or social media existed.

A year later, working independently in another field, the German philosopher and architecture theorist Georg Franck published Okonomie der Aufmerksamkeit (Economy of Attention, Carl Hanser Verlag, 1998), arguing attention functions as a currency parallel to and competing with money, and building explicitly on Simon's 1971 point. In 2001, Thomas Davenport and John Beck carried the idea fully into mainstream business strategy with The Attention Economy: Understanding the New Currency of Business (Harvard Business School Press), the book that moved the term off the academic shelf and onto the management one.

2013 to 2016: fragmentation, capture, and the historical pattern

The next decade complicated the picture rather than simplifying it. Eli Pariser's "filter bubble" concept (2010 to 2011) showed that algorithmic personalization means two people's exposure to identical queries can diverge sharply, meaning the environment each person experiences is not shared, it is individually shaped. Jonathan Crary's 24/7: Late Capitalism and the Ends of Sleep (Verso, 2013) argued from a critical-theory angle that attention capture had extended to nearly the entire day and night cycle, eroding even sleep as a boundary.

Two syntheses then made the arc usable. James Webster's The Marketplace of Attention: How Audiences Take Shape in a Digital Age (MIT Press, 2014) gave the mechanics of how digital audiences actually form, driven jointly by habit, social-network effects, provider strategy and measurement systems, finding that attention is fragmented across many outlets but not fully polarized. Tim Wu's The Attention Merchants: The Epic Scramble to Get Inside Our Heads (Alfred A. Knopf, 2016) gave the historical pattern: each new medium, from the nineteenth-century penny press through radio and television to the internet, gets colonized by advertising built to harvest and resell attention.

2019 to 2026: the mix becomes something you can actually measure

For most of this arc, the claim that attention was moving had to be argued theoretically. That changed. Nielsen's recurring Total Audience Report tracked US adult daily cross-platform media time rising from roughly 11 hours 27 minutes in the first quarter of 2019 to over 12 hours 20 minutes by April 2020, though Nielsen's own methodology flags that simultaneous multi-device use, texting while watching television, for example, inflates that additive total, a caveat worth carrying alongside the figure.

The US Bureau of Labor Statistics' American Time Use Survey, a government-methodology primary source, reported that in 2025 television watching remained the single largest leisure activity at 2.6 hours a day out of 5.2 hours of total daily leisure, while time spent playing games or using a computer for leisure rose from 25 minutes a day in 2015 to 37 minutes a day in 2025, and time spent socializing fell from 41 minutes a day in 2015 to 35 minutes a day in 2025.

DataReportal's Digital 2026: Global Overview Report, compiled with We Are Social and Meltwater, estimated internet users spend roughly 29 percent of their waking lives consuming online media globally, with 6.12 billion people online as of April 2026. Then, in 2026, the Reuters Institute for the Study of Journalism found, for the first time, that social media and video platforms overtook every other source as the most-used news access point globally at 54 percent, that weekly AI-chatbot use for news rose from 7 percent in 2025 to 10 percent in 2026, and that trust in news fell to 37 percent, the lowest level since measurement began in 2015.

What fifty five years of theory licenses, and what it still cannot tell you

Taken together, this arc licenses a specific and limited claim, not a sweeping one. Media-ecology theory establishes that the total media environment a population inhabits is a real, describable structure, not an arbitrary aggregation of platforms. Attention economics establishes that attention, not information or impressions, is the bounded, competed-for resource flowing through that environment. Both claims are well supported by the historical and primary-survey record above.

What the theory does not establish is any single number for how a specific business's buyers allocate their attention. Every figure cited in this piece, Nielsen's hours, DataReportal's percentage, the Reuters Institute's 54 percent, describes a population average: all US adults, all internet users worldwide, all news consumers. No published source located here quantifies attention allocation by industry or vertical. That gap is not a theory gap. It is the reason any usable attention map has to be built per domain, not borrowed from a population-wide headline.

Reading 2026 as a data point, not a rupture

The temptation with any single year's finding, the Reuters Institute's 54 percent figure included, is to treat it as a sudden break. The fifty five year record argues against that reading. Wu's historical pattern shows every medium eventually gets colonized this way; Innis and McLuhan showed the underlying structure changes are centuries old, not a 2020s invention; Webster showed fragmentation without full polarization is the normal state of a mature media environment, not a crisis.

What 2026 actually adds is resolution, not novelty: a well-measured, disclosed-methodology data point confirming that the migration theorized since 1971 is continuing, now into AI-answer surfaces alongside social and video. The practical implication is not to panic at any single statistic. It is to treat "where does our specific audience's attention sit right now" as a question worth measuring on its own terms, on a recurring basis, rather than inferring it from a global average.
