One Script, One Empire: How Rulers Turned Writing Into a Tool of Conquest

Every empire that outlasted its founder solved the same problem: how to govern subjects who did not share the ruler's language, across territory too vast for any messenger to cross quickly. The repeated answer was writing, put to work as infrastructure rather than as art. Hammurabi's Babylon carved its laws in cuneiform Akkadian and had scribes copy them for a thousand years after his death. The Achaemenid Persian Empire, spanning roughly 5.5 million square kilometers, administered its provinces in Aramaic, a language most of its kings did not speak natively, paired with a courier road built for speed. Qin China went further, forcing every conquered state onto one script the same year it forced them onto one currency and one set of weights, a policy credited with holding Chinese civilization together for two thousand years after the dynasty that imposed it collapsed. A shared script cut the cost of taxing, provisioning, and ruling a subject population. Its suppression could as easily erase a rival's claim to remember differently. The same contest over who gets to be legible is running again inside the systems that now decide which businesses get named.

The law carved in stone

Babylon's sixth king, Hammurabi, ruled a kingdom that had grown by conquest into something larger and more mixed than the city-state his predecessors governed. Around 1753 BC he had a code of law carved onto a black basalt stele 2.25 meters tall and set up where subjects and travelers could see it. The text runs to roughly 4,130 lines of cuneiform Akkadian and covers criminal law, family law, property, and commercial disputes, from the price of an ox to the penalty owed when a builder's house collapses on its owner.

What made the code more than a monument was its use. Mesopotamian scribes kept copying and studying it for well over a thousand years after Hammurabi's death, long after the dynasty that commissioned it had fallen. A law inscribed once, in a script scribes across the region already read, did not need Hammurabi alive to keep working. It functioned as a standing reference a merchant, a judge, or a scribe could consult without appealing to the king in person, a different kind of authority than a ruling issued by decree and forgotten.

That is the economic function hiding inside a law code. A shared set of written rules for property, debt, and contract lowers the cost of doing business with a stranger, because both sides can point to the same text rather than negotiate custom from scratch. Hammurabi's stele did that for one kingdom. The rulers who followed him, governing far larger and more linguistically mixed territories, had to solve the same problem at a much greater scale, and writing was the tool they reached for.

The palace as archive

Centuries later and further north, the Assyrian king Ashurbanipal solved a related problem differently: rather than issue new law, he collected the old. In the 7th century BC he assembled at his capital, Nineveh, a library of more than 30,000 clay tablets and fragments, including the copy of the Epic of Gilgamesh through which most of the poem survives today.

The library was an explicit royal project to gather the accumulated scribal knowledge of Mesopotamia, medical texts, omens, letters, administrative records, literature, inside the palace and under one throne's control. Whoever held that archive held something a governing bureaucracy needed and could not quickly reproduce: centuries of precedent, technique, and record, concentrated in one place.

When Cyrus's Achaemenid Persia conquered the Neo-Babylonian Empire from 550 BC, it inherited a version of that same holding and did not discard it. The new rulers absorbed the existing cuneiform scribal bureaucracy rather than dismantling it and starting over. Conquering a working information system, and keeping the scribes who ran it, turned out to be a faster route to governing a new territory than replacing it with an entirely new one.

An empire that spoke Aramaic

Cyrus founded the Achaemenid Empire in 550 BC, and within two generations it had grown to roughly 5.5 million square kilometers, stretching from the Aegean coast to the Indus valley and taking in dozens of languages and older kingdoms along the way. Administering that territory in Persian alone, a language most of its new subjects did not speak, would have meant a translator at every provincial border. The empire's solution was Aramaic, a Semitic language already established as a trade and administrative tongue across the Near East before Cyrus's conquests. It became the empire's working chancery language, used alongside Persian for correspondence between the capital and its satrapies, a practical choice rather than a sentimental one: Aramaic was not the language of the Persian court's own culture, and the empire adopted it anyway because enough scribes across its territory already read and wrote it.

The clearest evidence of that policy in daily use survives at Elephantine, a garrison town in Egypt where a unit of Jewish soldiers was stationed from 495 to 399 BC. The papyri they left behind, contracts, letters, records of ordinary business, are written in Aramaic, thousands of kilometers from the Persian heartland. This was not a courtly gesture. It was the empire's administrative language actually functioning at the edge of its territory, among soldiers who had never seen the capital.

Darius the Great went further still with the Behistun Inscription, commissioned between 522 and 486 BC: a single royal narrative of his suppression of nineteen rebellions, carved roughly 100 meters up a cliff face in three cuneiform languages, Old Persian, Elamite, and Babylonian, with a further Aramaic copy that turned up separately in Egypt. The throne treated translating its own account into every major administrative language of the empire as part of the message, not an afterthought to it.

Paired with the Royal Road and an organized courier and postal system, later expanded by Greek and Roman successors, a shared chancery language worked like an information currency. A governor writing from Egypt and one writing from Bactria used the same working language and the same road network to move a royal order, so tax assessments, troop orders, and legal rulings could travel the empire without a dozen separate translators standing between the throne and its provinces. That is what a lower transaction cost of ruling millions of subjects across a large, non-contiguous territory looks like in practice.

One script, one empire

After more than two centuries of war among rival states, Qin Shi Huang finished conquering the last of them and unified China by 221 BC. Working with his minister Li Si, he standardized script across the newly unified territory, along with currency and weights and measures, in the same sweep of policy.

This was not a housekeeping reform. Each of the conquered states had run its own administrative habits and, in places, its own regional script variants for centuries. Forcing one script across all of them was an act of political consolidation as much as an administrative one, merging previously independent polities into a single administrative and cultural bloc whose officials could read one another's orders in one form for the first time.

The sinologist Michael Loewe's assessment, part of the historical record on the period, credits the standardization with underpinning Chinese political and cultural unity for the two thousand years that followed. That is a large claim to rest on one policy decision, and what it implies is worth stating plainly: a choice made in the year of conquest outlived the Qin dynasty itself, which collapsed within about fifteen years of unification. It outlived every dynasty that came after it too, because each one inherited a shared administrative script it did not have to build from nothing.

Han-dynasty-era sources record that Qin Shi Huang went further, banning and burning books and executing scholars to enforce Legalist orthodoxy and suppress rival philosophical traditions after unification. If the traditional account is accurate, it is writing-suppression as explicit state policy: an attempt to control the script subjects wrote in, and the ideas they were permitted to write down at all. Modern scholars, since the mid-20th century, have questioned parts of this hostile traditional account, much of it compiled under the Han dynasty that replaced Qin and had its own reasons to blacken its predecessor's record. The script standardization is settled history. The burning belongs in a different, contested category, and the two should not be treated with the same confidence.

Writing before the state

Not every use of writing in this period ran through a throne. Roughly 23,500 cuneiform tablets recovered from the merchant colony of Kültepe, known in its own time as Kanesh, in Anatolia, date to the early 2nd millennium BC and predate Hammurabi's stele and Darius's cliff face by centuries. They show writing operating independently of any single state: private Old Assyrian merchants used cuneiform contracts and letters to run a long-distance trade in tin and textiles through a kārum, a self-organized trading-colony system with its own commercial and legal customs.

The Kültepe archive is a useful corrective to a history that can otherwise read as writing purely as a ruler's instrument. The same script that let Hammurabi issue one law for a kingdom let a merchant in Kanesh pursue a business partner in Assur over a bad debt, without either man ever appealing to a king's official. Writing lowered the cost of trust between strangers doing business as readily as it lowered the cost of ruling them. Every one of these gains cut both ways: the medium that let a merchant enforce a private contract also let a throne enforce a public law, and the same medium a ruler could suppress to erase a rival, a merchant depended on simply to get paid.

Achaemenid Persia and Qin China each built their administrative script policies on top of a writing tradition that already carried centuries of private, commercial use. Standardizing that tradition under one administration did not invent its economic value. It captured value merchants like the Old Assyrians had already been extracting for themselves for a thousand years, and put one set of hands on the ledger.

What the empire's script leaves behind

The pattern that recurs across Babylon, Assyria, Persia, and Qin China is not that writing is powerful in general. It is that whoever sets the terms of the dominant medium of an age, its script, its chancery language, its format, sets the terms for what is legible to the systems built on top of it: the tax office, the courier network, the archive, the court.

The same underlying test recurs, at a different scale and through a different mechanism, in how AI answer engines now decide which businesses an audience even hears about. A business whose information a system cannot parse into a structured, legible form is functionally absent from the answer it gives, in something like the way a province's records, filed in a form the capital's scribes could not read, were functionally invisible to a Persian or a Qin tax office. Nobody issued a royal edict this time, and the comparison should not be pushed further than it holds. But the test underneath it, can the governing system read what was written, in the form it expects, is the same test Darius's scribes applied to a tax roll filed in an unfamiliar hand.

What outlasted every one of these rulers was rarely the ruler. Achaemenid Aramaic kept shaping administration across the region for centuries after Alexander ended Persian rule, and the script Qin forced on a unified China underlies the character system China still uses today, two thousand years after the dynasty that imposed it fell within a generation of doing so. Control of a dominant medium is rarely permanent for whoever seizes it first. Its terms, once fixed, tend to outlast them.
